Which comes first (just to be sure, Lat it N/S, and Long is E/W, right). But is it (Lat, Long) or (Long, Lat)?

Longitude is like "X" in a x-y plan, and
Latitude is like "Y" in a x-y plane

If you want to plot a point you must put x,y coordinate, similarly if you want to plot a location you must put Longitude,Latitude as decimal degrees. So longitude comes first. But to point out the location of a ground-point you can tell any of the two first.

idk what ur asking really be more specific, but latitude would be equator, across and logitude would be the prime meridian, top to bottom
