To make ANY fraction into decimal form, take the numerator (the top number) and dividing it by the denominator (the bottom number).
So, say you have X/Y. Take the X and divide it by the Y. That will be the decimal equivalent.

How to arrive at this decimal form, notice that you cannot divide 13 by 60. So, all you got to do is put "0" after 13. But before you put "0", be sure to put decimal point after 13 in this manner....
