Technically man has evolved with each and every new introduction into the gene pool. Evolution is not a linear process, but a series of combinations of genes that manage to survive a successive generation. Some one has good genes chances are they will survive and mate. People in particular have changed are criteria on what is attractive, and thus change our future evolutionary path. These deformities that could lead to 'powers' do not necessarily increase one's chance to pass on the genetic code. However more people are surviving and having children, so we are at a prime for a person with a unique genetic sequence of showing up and surviving. It is all just chance realy. (chances are though this will just lead to taller more 'attractive' people than any thing like a power, but who knows maybe some one has slightly better vision then the rest of us.)

Evolution requires two things: (1) genetic diversification, and (2) natural selection. For the last few hundred years, through advances in medicine and science, Homo sapiens were able to avoid natural selection. One could have "bad" genes but still kept alive till the bad genes were passed onto the next generation. There will be a global catastrophe some day -- natural or man-made. Homo sapiens will continue to evolve.

Mutations are the staff of life. They have always occurred and are still occurring.
Develop mutant powers? About as much a chance of men gaining a third nut.
