If people are saying how deserving Eric Lindros is to be in the HOF (yes I've seen some people actually debate this) then Dino Ciccerelli should be.

Absolutely. He was SO great in front of the net. He was the Tomas Holstrom of his time! I loved Dino! Plus he sent me his autograph after I wrote him a letter once!

I think it's his off-ice actions and interaction with the media since his retirement that has Ciccarelli still on the outside. He was never known as a great guy off the ice, or a player who tried to keep friendly with the media during his playing days.
There's nothing that he did on-ice that should keep him out. Like you said, it's tough to deny entry to a guy with 600 goals.
