When sunlight hits the surface some of it's (the photons)kinetic energy, E = hv (v being the frequency) is lost and since c is constant the frequency of the light must have changed and reflected upwards from the surface as infrared radiation instead of the UV, visible, gamma, etc radiation that got through the atmosphere. This infrared has a much higher wavelength and so it can interact with the spacing of the gas molecules and cause them to excite, move quicker, causing that sensation of heat.
