Hmmm... This almost sounds like you're making a character for "Heroes" to fight Elle. :)

Since lightning isn't "alive" it can't be "afraid". You might want to consider some things that make it up and protect against it, though.

Lighting is made of negative electrical energy, so your hero/heroine gcould produce a positive energy beam to neutralize it. Or maybe s/he could just generate an insulating field that the energy can't get through - sort of like the rubber that's used around electrical cords, or plastic, glass, or ceramic that was used as insulators in old power lines.

Pure water also acts as an insulator, but it has to be PURE. It's the stuff that's dissolved in water that allows it to conduct electricity. As if you saw the Heroes episode tonight, you saw that electricity and water in a metal pan (or on the ground where it can pick up minerals from the soil or on top of the ground (like auto fluids that have leaked out) don't mix!

NOTE: rain and surface water (lakes, rivers, etc.) aren't pure water and would conduct electricity - this "pure" would be distilled water

Well, I don't know anything that lightning is afraid of. However, it LOVES grounded metal. So, maybe instead of lightning being afraid of the villian's power, it's loves its effects and gets distracted from its intended target.

In Mutant X, Brennan Mulwray is doused with water, grounding it and ultimately drained his electrical energy.
