alright, what you need to do first is see that F(8)=a^-3 is in the form of the first equation y=a^x.

In the F(x), it gives you y and x values to substitute into the y=a^x equation: x=8, y=a^-3

so:
a^-3 = a^8

this is the same as:
a^(8+3) = 1

you take the eleventh root of each side:
a=1^(1/11)
a=1

well a^-3 also is written as 1/a^3. multiply a^3 to both sides and then take the cube root of each side.

F(8)=1/a^3
F(8)*a^3=1
a^3=1/F(8)
a=cube root of 1/F(8)

If
f(x) = a^x
and
f(8) = a^-3
then
a^8 = a^-3
a^11 = 1
a = 1
