Federal labor law (Fair Labor Standards Act) does not require paid holidays or overtime for working on holidays. You'd have to check your state's labor laws to see what it says.

A lot of cooperate employers do not recognize all the federal holidays - so I would say no. The post office was closed, but I did not get Veteran's Day off. Since they are not required to give you the time off - why would they be required to pay you for them?

Nope. Only if you work on them. That stated, many employers pay their employees for major holidays as a perk.

According to the labor board, that is up to the employer. There is no law that says they have to. It's their choice.
