If the officer issued a "must appear" ticket, it's a bad sign.
Non-inspection is a violation with a standard fine.
I'm guessing the must appear is a result of numerous convictions. There is a better than good chance he will lose his license by having built up too many points. The thing he needs to be careful about - being declared a habitual offender.
Chances for jail time are slim to none (Unless he gets habitual offender).

Has he paid the tickets??? I don't understand what "uninspected car" means. But my guess would be, if he's paid the tickets, his chances of going to jail are slim. If he hasn't paid them, he may be ordered to 72 hours behind bars. I live in MN though, so that's what I'm guessing would happen here. I just don't understand what "uninspected car" means....

Just speculation, but likely they will tell him he has tested the patience of the courts long enough, and also order his registration to be suspended until such time the car passes inspection. Either way, I suggest he not drive to court.
What possessed him to keep driving without inspection?
