Legal action for fake missing persons flyer?

What legal action can be taken against someone or a group of people who make a fake missing persons flyer with a stolen picture and post them around town?
And does it change if they are 17?
Also, if the same picture(s) have been posted on myspace without permission?
and, what if this person is a younger sister?

A criminal charge of unjust vexation can be filed against person/s for making fake representations that a person is missing.
