You list the factors of the constant term and the factors of the leading coefficient, and then you list all the fractions your can form by putting the factors of the constant term over the factors of the leading coefficient. That only gives you a list of possible zeroes. Some or none of them could be actual zeroes of the polynomial; you'll need to check and see by subbing them in. And even then, there could easily be irrational roots that you can't find by this method.
