If the officials hadn't overturned the call and Baltimore won and Cleveland appealed to the NFL, would the commisioner have the athourity to make them play overtime at a latter date, or is the game just over?

I don't think they would changed the outcome of the game. They will issue an apology for getting a call wrong though.

The NFL would never do that. What they would do is send out an apology letter to the Browns and change the rule to where field goals can be reviewed. If they were to do that, teams would constantly beg for replays of games as their are plenty of penalties and decisions that are later found to be wrong.

There would not have been any change to the score or an edict to play OT at a later date. Maybe to make FG attempts part of the replay at any point in the game would have been the only change.
