I'm not pro-homosexuality, but the fact that it's going on in prisons is just reality. I can't believe that people who get paid to think about this stuff would DENY the inmates condoms?????

For some reason inmates don't strike me as condom people. But maybe they could get them to wear Stealth condoms because with Stealth condoms, they'll never see you coming.
