Try to use your system recovery disc of your anti-virus to reboot your machine. Then do a full scanning.

If not work, you have to reformat and reinstall your OS.

Since pc cannot shut down and reload at 15 secs, I guess what you mean is the desktop screen keep blanking and refreshing right?

It happens if something that is running in background trying to do something. 15 sec is too short for you to do anything useful to fix the problem. I think it's time you format and reinstall your os.

Sorry can't be more helpful =/

If you can get into safe mode, run your antispyware and antivirus programs in safe mode.

You can install new antispyware programs from a CD if you have access to another computer you can download Super Antispyware which would be the best program to start with.
You will have to install SAS in normal mode then reboot to safe mode and run it.

If you can, do a system restore to a date prior to getting infected. The malware might have you blocked from doing that though. Worth a try.

15 seconds? then you won't have time to do anything. I recommend to just reformat the entire computer. At the start up screen, press F12, and from there it will reformat.
