With all due respect I answer a lot of "Can I" questions with a simple "YES." In many cases however; I also add; "But you may be dissatisfied."

it's always better to peel it off. i have painted over it before, against my better judgment. when you paint over it you run the risk of getting bubbles in the paper that you can't fix. if you're lucky you won't get any and it will look fine, except for the seams. the problem is that once you paint over it, the paper will be extremely hard to remove if you ever decide to do so in the future. removal can be difficult but it's the proper way. good luck whatever you decide.

You could but you have to prime it first. Then, hope that the wallpaper doesn't start to peel by itself or you will be doing the painting all over again.

peel it off. You can get product at home depot to spray on, roghen the surface, and it comes off pretty good. Do it right the first time

im a painter you can paint it but u should drywall mud the seams then prime where drywalled then paint
