Both bodies of Congress have to vote to overturn the veto by a 2/3 majority. There's also a pocket veto, where the President neither signs nor formally vetoes a bill. If Congress is in session at the time, the bill becomes a law.

When a bill is vetoed by the President, it can return to the legislature (both the House of Representatives and the Senate) to be revoted. If 2/3 of the legislature favors the promotion, then the bill is legalized.
