Sounds like its your first bike...
If that's true, then I would go with neither of those. They're in slightly different classes as well. The CBR is more of a hard edged sport bike, and the 650 is more a sport-tourer. If you were comparing a ZX-6R and a CBR600, you'd be more in the same league.
But like I said, this isnt the way to get into bikes. Start on something small, prefably a Ninja 250/500. Both are fun, light, flickable, and forgiving bikes that will let you learn. And they have good resale as well, so you wont lose much, if anything.
For your first bike, buy used. You'll almost indefinately drop the bike, I hope you dont, but chances are you will. Definately take a MSF course, that will be very useful to you, and most of the time will give you a waver for the road exam, so you dont have to wait in line at the DMV.
Also, the power to weight ratios on even the 600's would outclass most supercars as it is. Things like the CBR and the R6, not to mention the ZX-6R, are track machines. They are race ready. You wouldn't start learning to drive in a race car, so the same logic should apply here. Get proper gear, and rememeber to ride safely.

Stick with the twin. You'll be wanting some road time before switching to a four. You say you only rode on a track a few times.... but that does not give any clue about street riding - and all lefts aint "twisties" by a long shot. You may think that a 250 isn't for you, with all that experience you've got. Here's a clue - the 650 looks the same and is about the same physical size. All you get is more motor - which you don't need in town...and can't legally use all of on any road. Edit: I didn't call you anything. You left me guessing - you give no specifics. What's better in general? The twin, as I said. It's closer to what you're used to, easier to adapt to street riding - which is very different from any track.

I mostly agree with the poster above me, except that I think you'd be okay on the Ninja. I started off on an SV650 and did fine. But buy a used bike first. Look for used Ninja 500/650, Suzuki SV650's, Katana's, GS500F... And the first poster is insane, while I absolutely LOVE the Daytona, that would be an absolutely horrible choice for a first bike (as would that CBR)

Well first of all I don't think either of them are too big for a beginner. 650cc is not too big to start out on. And if you plan to do much highway riding, a 250 is really not big enough to cruise at highway speeds. The difference in these bikes is that they are two completely different kinds of bikes. The CBR is a serious, dedicated sportbike. Its design sacrifices everything for speed and handling. It's really a racing bike for the street. It's not easy to ride or comfortable, not as good for all-around motorcycling. The Ninja is 'sporty' but more general purpose. It's plenty fast and good-handling enough to be fun, but it has a more upright riding position, more forgiving steering, a wider powerband, etc., making it easier to ride and more comfortable. If you don't have a lot of experience, you should see the CBR as something to work up to. Walk through your local motorcycle junkyard and you'll see a dozen of these hot 600cc sportbikes with >5000 miles on the clock and the forks bent back against the frame or one side ground off because some young kid suffering from 'testosterone poisoning' just HAD to learn to ride on a CBR or GSX-R or R6.

the ninja 650 is nothing like a cbr600, the cbr is a 4 cylender race bike, while the ninja is a entry level twin, sport tourer, go for the cbr600 for sure

Don't buy either. The Triumph 675 is much better and probably much rarer where you live. Why not go for something different?
