I'd report it to 911. Obviously they would disregard it as a crank call. Then I would videotape everything,obtain a copy of the 911 call via the FOIA then sue the hell out of the county for failure to respond to an emergency. I can't say I never miss a chance for a fast buck,but I try not to.
