yes, He may not be the greatest player but I believe he is still the best in the world at what he does.
I think England play better with him on the field, he has the passion. He knows he is getting older and I should imagine he would want to win a major international title with England in his career.

Personally, if I am the manager of England, I would choose David Beckham to be in my squad. Although I won't announce that he's in the starting eleven for sure, but deep in my heart, as long as he isn't injured or totally out of form, I would play him on the right side of the midfield. He is important!

I would make him part of the squad YES. although he is not 100% on his playing level. So i would not make him a starter. He is a great player and person.
