could the person have discovered a new element?

this question was on my chemistry study guide/review, and it seems like there is just not enough info. trick question?

and no, this isn't for homework, it's a question on a review packet for our next test.

The person could have discovered a new element if it were At. No. 117, just below astatine on the periodic table. If the person claimed that the new element went somewhere between fluorine and chlorine on the periodic table, that's impossible: There's no room.

In this day and age, that would be like saying you've discovered a new contintent similar to Africa and South America.
