Good question, but I think it has a lot to do with women's fashion. We like to accessorize with our winter wear.

many women choose style over practicability, so often seen when going out on a cold winters night. I am usually wrapped up nice and warm, but I am amazed at how many women go out in cold weather wearing very flimsy outfits, all for the sake of style

Most women's apparel places emphasis on aesthetic value than functionality. (Form > function) A huge parka doesn't usually look fashionable/show off a lot to look at, but it keeps you warm. It all depends. There are women's coats that are very functional, but not the height of fashion. from what I can tell there is little in the middle ground either.

I am sure it's because even if it is cold out side, women like to feel sexy. Looking sexy helps to feel sexy, even if it means freezing their buns off.
