I think it should be independent. And their constitution should make being elected to public office a felony, and being appointed to one a capital crime.

A lunar station will probably function like research stations in Antarctica. They will be under the jurisdiction of the nation that built it and be considered sovereign territory belonging to respective nation. It will take a while before lunar scientists begin calling themselves colonists. No one has even rebelled in Antarctica yet, claiming IT a sovereign nation. The colonists will also have to be able to survive on the moon completely cut off from its parent nation because no government has ever approved of a colony breaking out of its clutches. But then again there were cosmonauts on MIR when the USSR seized to exist. Had there been a soviet base on the moon at the same time, when the central government just disappeared, who knows what would have happened. On earth a dozen former USSR member states, and Warsaw pact nations, claimed independence. Why not a lunar colony too?

The first colonies are likely to be governed remotely from Earth. The communication delay time between Earth and the Moon is only 1.4 seconds or so, and is much faster than with previous colonies on Earth, where special governors had to be appointed.
Besides, the cost of sending people to the moon will be prohibitive to have non-technical and non-productive personnel like administrators, entertainers and politicians. Paying guests and tourists may be welcomed, but that is another story.

Same as in Antarctica (as research station), why would we want to colonize the moon anyways? Let's wait for Mars to do that. But anyways, I believe colonizing any thing outside Earth solely by any one nation would be extremely difficult if not impossible, it would take a joint effort of many nations to successfully accomplish that.

If it is ever inhabited, which will probably happen after mars. It will more than likely be under the heading of a group of nations, like the universal space station.

i don't be responsive to yet whilst the potential of it hitting is intense sufficient it may well be clever to have in step with risk a hundred human beings risk-free on the moon on the time. suitable i will tell that's going to likely be human beings, Russians, eastern and chinese language human beings possibly there. they're those maximum interested in going there.
