You have the wrong idea of God. He is not up there waiting to punish people.
What about hurricane Katrina?
Bangladesh should never have been inhabited, where it is.
Below sea-level & with a huge river delta & river running right through it. Much like New Orleans.
Back to the God bit. People punish each other more than God does.

A cyclone or tornado or other natural disasters arent the wrath of God. And God doesnt punish people that way anyhow. Were you saying the same thing when the hurricanes hit Louisiana? Natural disasters happen in places where people dont live. Is God supposed to be punishing the land?
