I'd like it to be 3 step. My trainer has this mounting block that the lid flips open and its also storage seems pretty cheap to me if you could tell me where to get one of those that would be great.

The first answerer has a great answer, but if you cannot find one there, go to the pet store and buy a doggie step (the kind that allows little dogs to climb up into their owner's bed).

Go to a home improvement store and pick up a sprinkler/controller box. They are very heavy duty and a lot cheaper than a traditional mounting block.

I bought a step up one that opens like your trainer has from Home Depot or Lowes. They work great and aren't heavy .

My wife uses a three step step ladder/stool. She bought it at Walmart. Works great! It folds up for storing.

getting building plans is easy. any tack store has them.
The Midwest Horse Fair has a bunch that are cheap
