If you can masturbate fine, chances are very high that sexual intercourse will be fine, too. For example, I'm sure ejaculate (semen) comes out when you masturbate, because I'm sure you can urinate fine, otherwise you'd be circumcised by now.
I'd just encourage you to use a lubricant to reduce friction (that way it'll more easily slide in and out).
However, you should try to relieve your phimosis. I used to have it and with gently stretching the problem went away (and I haven't had any problems ever since). There's even a cream that helps in more severe cases. I wrote about that here:

So you should try the stretching techniques for a few weeks at first; surgery is rarely needed.

In fact you will eventually be able to pull your foreskin back. It's not unusual for teens to have foreskin that still adheres to the glans, but it always eventually loosens up. You can help it along by masturbating or just pulling it back in the shower -- not to the point of pain, but just as far as you can without it hurting. There are hormone creams that can be used in stubborn cases.

Even if your foreskin never retracted, you would still be able to father children. Sperm are produced in your testicles, and if you make sperm, you can make babies. But the vast majority of guys are able to stretch their foreskins without a lot of trouble. You absolutely do not want to get circumcised -- that's ridiculous!
You'll be fine. Relax, and next thing you know, you'll probably have the problem that you don't want any more kids.

Of course you can, it comes out your urethral opening, and if that were blocked something would have been done by now because you never would have been able to pee. You sound young and I'm sure if you pratcice stretching, by the end of puberty you'll be able to pull your foreskin back. You don't need to be circumcised.

If u can't retract your foreskin AT ALL, then u need to be circumcised. you can get a pretty bad bacterial infection that way. Also adult men will produce a good amount of smegma (that white cheesy stuff that smells bad). The foreskin needs to be pulled back regularly & washed. Most girls I know (including me) prefer circumcised penises.

well, sperm comes out the same hole as pee, so if u can pee u can have kids
do not pay attention to the girl commet about having circumstion, the foreskin as nerves that circumsized guys do not have (things r a bit more pleasurable for u, and if she knows that it does, then she might get more pleasure from if she doesnt already
(im not sure the pleasure receince end of un/circumsized, i am still a virgin on that account - just got soem guy firends that arent circumsized)

yes you can, unless your foreskin is completely covering your urethra (which means you wuoldnt even be able to pee) you can have kids.
So, as long as you can pee, and your sperm can come out, yes you can have kids.
and all the pro-circ b*tches can thumbs down me all you want, but you can't cover the truth, as long as he can *** and pee, the foreskin is not interfering with his ability to urinate, or his ability to help his partner conceive.
