"He is very likely to also question the validity of the test."

I need to get rid of "is" because I am not allowed to use any forms of "to be" in my essay. I just can't think of another way to say this without using "is". Does anyone have any suggestions?

No form of the verb to be used.

More than likely, he will question the validity of the test.
Very likely, he will question the validity of the test.
Almost certainly, he will question the test's validity.

will is the future of the verb form "to be." can't be done. it's just the nature of the beast. if you know another language, preferably asian, then use that.
