I think that there are some of both but there is no need for people to be beg for money on the streets in today's society. There are plenty of organizations that help out homeless (habitats for humanity, red cross, soup kitchens, churches/temples, etc) so if they really need help that bad there are other ways to get it besides begging on the streets. Chances are if they are begging for money on the streets they arent gonna use it for food because they could just go somewhere else for food. SO, if you see a homeless person, take them to someplace that will help them or buy them food but do not give them money. Also please best answer this because it took me half an hour lol

Hi Skycat begging is actually illegal. You shouldn't give , it only encourages them. Most are "professional" beggars anyway. Why would anyone want to sit outside shops or in a precinct day after day, if it wasn't profitable. I can think of loads of better things to do with the time. If they are genuinely poor, then there are places they can go to get a meal and warm drink. I also don't like the ones who have little puppies or young dogs with them, they know how people will respond to cute animals. Last year in Portugal, there was a beggar with a ***** with puppies, a very well dressed lady walked up to him, held a lengthy conversation then took the money out of the cap, pocketed it and continued to walk a little way along the road where she got into a BMW Z3. There is alot of money to be made from begging it has become a business for some. Hope this helps Hun and that you have a good week ;-) x

I think some are truly homeless and really can't control their situation and some are just lazy panhandlers. This past weekend, I saw a beggar standing on a median to ask for money from cars stopped at a light. I saw him reach into his pocket to check his cell phone. He can't be that disadvantaged if he is locked into a nice cell phone contract....

half and half. I know some that are really homeless and use the money to either eat, drink or coke and heroine. But i also know some that change their American Eagle clothes into rags in order to gain enough without having to work 9-5 or studying.

My personal rule of thumb is to treat everyone as if they were honest. If the beggar is just trying to scam a dollar for booze or drugs, the sin is his. If I judge him to be dishonest without knowing, then the sin is mine own.

I do offer help to various ones...but my son in law(Police officer) stated that most are not genuine.
I would also suppose that the answer would be geographic dependent...However,it apparently has become a popular panhandling scheme...Some are very obviously in need though and could use a little help....

the easiest way to find out is to offer them work, instead of a handout.
instead of money, give them a sandwich, or cold drink.
there are so many places that they can get real help, that standing on a street corner seems silly.
I give to the local agencies that are there to help them.
however if the Lord lays it on my heart to give to a certain person. then I go ahead and give it,
