It's both strength and flexibility. Some people are naturally more flexible than other, but anyone can improve their flexibility to be able to do a decent develope.

I'm 33 years old and I've been an avid dancer since I was 3, and still am today. I'm not natraully flexible AT ALL, so I had to work alot harder than some of the other girls to stretch out and get my leg up high. It's parctice, and flexibility. But it's definately not natraul!

It definitely helps to be born flexible but if your not (like me) then it can be achieved by stretching and building the strength it takes to do that. It takes a lot of practice if your not flexible but i do know a lot of dancers who were just naturally gifted with limbs like gumby.

a lot of dancers can lift their leg that high, me personally...i can't, im not that flexible...you just have to practice your splits a lot and work on flexibility in your hips...thats what im working on right now and trust me, it works..my extensions are getting higher and higher
