Well, 30% is 30% of 100%. So the fraction would be 30 over 100. Simple as that. To put the fraction the lowest way possible, just divide both the numerator (top number) and denominator (bottom number) by 10. Giving you a fraction of 3 over 10.

See that little zero, the slash and the second little zero? (%) That is symbolic of a fraction. Per cent means per 100, so 30% means thirty parts of a hundred. 30/100. Strike the last zero in the numerator (top number) and strike the last zero in the denominator (the bottom number) and you get 3/10, or three-tenths.
25% = 25/100 (Twenty-five hundredths) Divide the numerator by 25 and the denominator by 25 and you get 1/4, one-fourth!

Technically speaking, 30% already IS a fraction:
30% = 30 per centum
30% = 30 . / . . 100
Per centum is an ancient way of saying per hundred. Being abbreviated to percent it has managed to remain more popular than per hundred when Latin fell out of use as the universal language of Western scholars.
