Defenitly Canada, they have Stu Hart. Look at all these great wrestlers: Bret Hart, Chris Benoit, Owen Hart, Chris Jericho, Lance Storm, Edge, Christian, Rick Martel! So Martel, Storm, and Owen never reached their full potential, but they were good. Look at this, all submission wrestlers and outstanding technical skills. I think the question was a given. Japan would be runner up, though. I don't know what really goes on in the IWGP, but I hear they have some really bad *** submission fighters.

Agree with everyone else that said Canada
( Bret Hart, Chris Benoit, Owen Hart, Jericho, etc.)
Canada also gave WWE one of the best divas: Trish Stratus
