I need a way to cut .8mm thick sheet steel. I have access to a scroll saw, would that be of any help if I had the right blades?
other than that, my inventory of tools is limited, so.....

tin snips will work the best, or what are also called aviation snips. you can buy a pair at any hardware store for about 15.00.

Three easy answers, for straight cuts a circular saw with an abrasive blade (think chop saw) works wonders, for intricate cuts a jig saw with a high tooth per inch bi-metal blade does a good job though not the fastest in the world. And a good electrich sheet metal nibbler is the best bet for quick intricate work. You can buy one for around 100 dollars or rent one for 20-30 dollars a day. If you have access to an air compressor you can buy a pneumatic nibbler for much less and if you have a harbor freight around you you can buy a cheap nibbler for less than 40 dollars sometimes as little as 20 when they are on sale. I would not recoumend a scroll saw unless you can find a bi-matalic blade 12-14 tpi(teeth per inch). I would sugest a jig saw with a bi-matlic blade with 12-14 tpi. Make sure your layout is correct before you begin cutting and clamp your work down well. If this is not an option and your cuts don't need to be perfect a good set of air craft snips should also do the job on light gauge steel (22 ga).

Well if my conversion is correct that is about 1/32 of an inch.
You could probably cut it with scissors. (don't use the good ones especially if they belong to someone else)
If you have some tin snips or heavy shears that would be ideal.
