In general yes though in laptops (which is where Turions go) both types of chip can tend to run pretty hot (though it doesn't matter since they can cope with it).
In terms of performance the Core 2 Duo gets more work done per clock cycle and per Watt though if the power consumption is the same then the Turion might run at the same temperature as the Core 2 (just doing less).

AMD runs a little hotter than Intel Core 2's but not by a horrible amount, they do have nicer clock speeds though.
