This particular shark species is both a predator and a facultative parasite.
Both predators and parasites feed on living organisms, the main differences are usually relative size and whether they kill their prey:
Parasites are usually smaller than their hosts (however, that is not always the case... in a technical sense, herbivores that browse the tender parts of plants are their parasites, and are much larger); also, predators kill their prey and eat a large part of it, while parasites do not.

Cookiecutter sharks normally feed on invertebrates such as squid or crustaceans (thus are predators), but also take chunks of skin and flesh from large animal, as you described. While the attack of a cookiecutter shark might eventually kill a prey if the would it makes should become infected, it usually doesn't kill the victims (thus it's a parasitic mode).

Its a predator like one ant is not going to eat a whole roach but may just take a chunk out and leave it for the rest which makes the ant the predator now a parasite gets nutrients or help off of another body but doesent intend to kill it or eat it event though it is the cookie eater shark is an interesting creature and when it kills its killing for dinner lol

I'd say predator because it is still eating the animal and taking a huge chunk out.
