Depends on what you and they agree to BEFORE you start.

It's perfectly legal for them to hire you at $xx an hour, but tell you "We only pay minimum wage during the orientation."

What's NOT legal is if they hire you at $xx and hour and then AFTER your orientation tell you "We only pay minimum wage during the orientation." because that would be a retroactive pay cut, which is illegal.

Although some employers will pay at the rate you were hired at most states laws will only make them pay the minimum wage. This is in case during orientation they find you are not suitable.

No. They are required to pay at least the minimum wage.
