It had to be an American who had access to U.S. government labs because it was a U.S. military grade of anthrax. They found the trail of the letters and know which post offices it went through because it killed some of the postal workers. Its my guess they know who did it.

The mail might had used a fake address as in the case of the anthrax attack in 2001. Are you talking about that case? That what I read on wiki!
