It is an excuse to allow them to catch whales for eating. There is no scientific knowledge that can be gained by killing whales that cannot be gained by other non-lethal means. Australia has been collecting the data for years and has told Japan how to do it but they insist on killing whales.

At least the other whaling nations like Iceland and Norway are honest. They catch whales to eat and admit it. Japan just lies and thinks the rest of the world will let them get away with it. So far, they are right.

Japan has no agriculture to speak of. Traditionally, they have lived off the sea. Nowadays, they could import the food they need but they are used to whale meat. BTW, for some studies, you need large numbers, not that anyone really believes that the whales are killed for scientific purposes.

It is a ruse that nations, who are not constrained by any real law, permit themselves. Keep the pressure up on them and soon they will come into line. Hit them in the pocket book. I bet Nissan, having three bad quarters in a row, would bring some kind of pressure on the Japanese government.
