Click on Start, then go to Control Panel
Switch the view to Category View (top left of screen)
Double-click on Regional and Language Options
On the Regional Options tab - Choose English (United Kingdom) from the drop down list
In the space that says Location (further down the same page) choose United Kingdom
Click on the Advanced tab (at the top of that same dialog box). In the drop down box, choose English (United Kingdom)
Click OK
That's it, you're done.

Start
Control Panel (click on"Classic View" in the left hand pane if not already selected)
Regional & Language Options
Go through the tabs at the top of the windows and change all options to English/United Kingdom.

As people have rightly answered, you need to go to Regional Settings accessed from the Control Panel. However you may find in individual programs this still may not have the right effect when, for instance, inserting dates, so in Word, for example, up to Tools, Language and across and change English US to English UK
