There really isn't any way of telling if a penis is healthy just by looking at it. This is because almost all diseases that can affect the sexual organs can be present with no signs of them being there on the surface. They can still be passed on even if they don't have 'warts' or any other visable signs on the skin.
You really need to ask him and if you trust him only then take his word for it. Otherwise its condoms condoms condoms....

Now way to tell 100% Many diseases don't manifest in dripping, sores or scabs. If you're doubtful he is healthy get yourself checked.
