Try a craft store like Michael's.

I make hand painted boxes all the time. Michael’s does not have boxes that you can put photos in. They have boxes with windows in the lid, but they are sealed and have flowers in them. They do have some really cool boxes that you can see through all the sides and it has a wooden bottom. I used it to make a friend a portable beach. I put a picture on the top, which opens. There is a latch on the front of the box so that you can fill the box with what ever you want.

I also bought some boxes from Oriental Trading. They come in units of six. They are about 2 1/2' x 2'. A small square can be removed out of the top of the box to put things in. It is a hinged box and has a pretty large opening for your picture or whatever you put in there.

They also have this one where you can put a picture in the top part with Mod Podge. It is a little pricey though.

They have other boxes that you can buy to do that too. It is cheaper to buy through them because you can buy by the dozen or half dozen. Also, that you can take a small frame and glue it flat to the top of a box. Even better, you could print the picture on some quality paper (not photo paper), and cut around the picture itself. You will want to cut out all the background so that the focus is on who the picture is of. Then use some paper Mod Podge to put it directly on the top of the box. You can decorate the top of the box before and/or after you put the picture on. They make boxes in all kinds of shapes.

I did this for a friend of mines daughter to keep all her hair ribbons in. She takes ballet. I took a picture of her in her ballet costume and cut it out. I painted the top of the box a glittery pink. I put her picture in the middle of the box and added some ballet stickers and her name to the top. The box was round so I attached some ribbon and lace to the lid to make it look like a tutu. On the inside, I put some fabric and a mirror on the top so she could see how she looked with her hair done. I decorated the sides of the box with some 3-d dancers that I found in the scrapbook aisle. She loved it. Her picture was her favorite part. You don't have to do as much stuff, I am sure whoever you are making things for will love the boxes because of the pictures.

you can just use a plain box and hot glue a frame or matting to the top, too.
