This is really just the acid rain scare from the 80's and early 90's. Rain can be toxic because it does collect the pollution in the air. However, I don't think it's a major issue. Think about this: if the water was that bad, wouldn't you expect to see the paint on your car and home fade much more quickly if it was out in the rain? Wouldn't you expect to see lakes and rivers full of dead fish because of all the chemicals?

To be honest, you probably have more to worry about from breathing polluted air.

Passover is an "Edot" - "testimonial" Law that principally "affects" the relationship between G-d and a Jew. In the relationship between G-d and a Jew, it is always "long term" for the life in "This World" while the Jewish Soul is in the physical body. This Law is comparably different than a "Mishpat" - statute such as "Do Not Murder" that principally "affects" the relationship between Man and Man.
