if you are taken to the emergency room (non voluantary) and they charge you an extreme amount for a little test and you cant pay it right away can they charge interest? its 19%

Yes they can charge interest for amounts you owe.
Before they conducted the test either you consented or you were unconscious and consent was implied.
Most hospitals have a charity program where some or all of the cost of your medical care can be written off. Contact them and ask for information.
