seem like the engine temp takes a little while to get to normal, so i go on to turn on the heater, the air is warm but hot all the way up to speed 2, but after a while is just cold air, but if i go all the way up to speed 4 is just cold right away. the temp reads normal.

There is a water control valve in the hose from the water pump to the heater. It controls water flow through the heater. The valve is usually vacuum controlled. The valve, the vacuum line or the vacuum switch (temp) on the heater controls will cause the problem you're having. A plugged core will also do it but the first three are easier to check so I'd go there first. Sometimes the water flow valve has mechanical linkage from the vacuum module to the valve body. If so try moving it with a pair of pliers and see if you get heat. If that works, pull the vacuum hose and check for good vacuum with the temp control to max. If no vacuum then check out the hose and the switch at the heater control panel.

If the temperature gauge on the dash is reading normal, and the car is not overheating you probably have an obstruction in your heater core. You can try flushing the coolant system, if that doesn't help you'll have to replace the core.
