Sardines are not a specific type of fish, they can be any of several kind that are the right size to fit into a can.
You can buy smelts and similar fish at some fish markets.

I think the last fishery for sardines in the US was back during the heyday of Monterey Bay's Cannery Row.
So, sardines are all taken by foreign-flagged vessels outside US borders.

You can, they are called smelts. Sardines are smelts that have been prepared in oil and canned. If you want fresh sardines, ask for smelts.

A speciality one may have them....could they possibly taste any better than the can???? I think not!!
