You don't say how old you are, but a woman's breasts grow until she is in her mid 20s.

It's not. If you gain weight, your boobs may get bigger, but they may not. If you work out your chest muscles, they will probably appear perkier, but that's the best you're going to get. Go and buy a seamless "cleavage-enhancing" underwire bra with padding or air pillows inside. They're not going to get HUGE, but they'll look better and rounder.
