I have a Dell Latitude C100, and the battery doesn't recharge. The battery charger works right. So what should I do?

I have a Dell Latitude C610 not C100.

Probably a dead battery.

The Latitude C610 is an old model so probably the only thing you can do is just run it without using the battery (if you can even find a 'new' battery it'll have probably aged so much as to be almost useless).

wdw is right. Failing to charge and less operating time before requiring a recharge are two signs that a battery is failing. Check on Dell's website (or even on your current battery) to find the part number for the battery that your machine needs, then go elsewhere online to find the best deal on a new one.

Yep... that's a dead battery. upstart battery has a replacement for $99 with a lifetime warranty. You can also find out where to drop off your old one for recycling from their site. There are about 30,000 drop locations nationwide, so there should be one near you.
