When you need it, no earlier, no later (if it's later then you miss out on using it when you needed it while earlier means you pay for what you get).

If you can time your purchase then waiting until just after a new platform is released (i.e. when all the laptop makers have to come out with new models) might get you a better deal on the older model.

Also after the normal buying rushes can often be a good time for bargains.

Whatever brand sells the laptop that most closely fits your requirements.

You'll find the best deals after November 23 (ie Black Friday)

The holidays are usually the best time to buy electronics because they have sales for Christmas AND they are trying to get rid of their current models so they have room to stock the new models coming at the beginning of the year.

I have an HP and it has never let me down. :o)
