I'm Romanian and have been living and studying in France for 2 years now. What you are saying is kinda true. But you will have to supply translated diplomas, as well as a transcript of records (depends on university), and you will have to pay an entrance fee which can range from 200 euros to 15000 :)) your choice! But most important of all! You have to have the right to be in France, something like a visa or to be from a EU country... That's about all you need. But I wouldn't recommend their universities, really... Hey, try writing to them (in French, they are incapable of formulating a single phrase in English), and they will tell exactly what you need.

This I doubt very much. You will have to be able to prove that your French is good enough to understand lectures, talk to tutors, read the required material.
