This is a good question. What we call burning is chemically called oxidation. That means the thing burning is combining with oxygen in the air to form an oxide. When a chemical forms an oxide, the reaction is exothermic in that it gives off heat. That heat causes things in the air to glow and that's what we see as a flame.

Things don't burn because there is no fuel (the thing that would burn), there is no oxygen, or both. Not everything is a fuel under normal conditions of pressure and temperature. For example, your soggy paper won't burn because, when heat (e.g., a match) is applied to it, the heat disperses as steam and the paper never gets hot enough to flame on. But once the paper is dry enough, the heat sticks and causes the paper to oxidize (burn).

And not everything has a flash point, the temperature at which oxidation begins, low enough for ordinary flame (e.g., from a match) to cause it to oxidize. For example, steel won't burn when you put a match to it because the temperature (heat content) of the match is just too low.

Now to the point of your question. Burning, oxidation, is done at the molecular, not the atomic level, of everything. So even though everything is made of atoms, the combination of atoms, which we call molecules is different for each kind of everything. And its the molecules, not the atoms, that determine when and if something will be a fuel and burn in an oxygen environment.

First, Please Spell Better.
Second, Your question makes no sense...You ask about why some things burn and others dont, then when you add more details you talk about putting water on things.
Third, Everything will burn it just has to be exposed to a high enough heat.
Fourth, Wood doesn't go away when you put water on it, and metal slowly erodes over time when exposed to water.
