Well in the US of A Northern Hemisphere of course, we need Greenhouses with HEAT to grow anything for 8 months out of the year.
How ever, I am thinking that plastic hoop houses, almost like cold frames filled with compost, because it gives off heat, and grow lights to make up for short daylight would work.

Cold frames, plastic or the neighbors old glass storm windows are cheap. compost is as well, ask the local farm or tree service for leaves , manure, shredded tree limbs, etc.
They steam all winter and if you bury pots of tomatoes into the deep mulch the roots will not freeze.
Grow lights...well a little more expensive, but they will provide sunlight for stretch and some warmth also.
So , give some all or none a try, But I live in Massachusetts, in the United States, so I am pretty cold hearty myself and so are my plants!
