It means that if someone has your records on file (IE; a Doctor) they can not revile them to any one El's without your permit ion

It's an act that stops the man on the street from checking what's going on. Any government body can use it and share the info with other state bodies. IE; your council tax details are shared with the DWP and the local council. Your council can check you, your family, friends if for instance you apply for a job or submit a tender. In other words all officials but not the common man can look at it.
